Each group on Common Change is able to figure out how they want to go about meeting needs and so that question would need to be posed to your group admin or else decided by you and your group if that is you.
However, the heart of Common Change has always been to meet needs through relationship and so the principle we have generally practised and would strongly recommend is the one degree of separation idea. The idea is that group members are encouraged to bring needs to the group of people who are within a degree of separation from the person bringing the need [ie. someone you know personally].
So at the end of the day each group must decide how they will go about distributing their group fund. But we do strongly encourage each group to hold to the philosophy and practice of one degree of separation.
